Sept. 17, 2009 saw a symposium located at the headquarters of Austrian National Bank organized by Helmut Kramer, former head of the WIFO.

Die Gesellschaft hat Probleme - die Universitäten haben Fakultäten. Es ist zu fragen, ob die gegenwärtige Orientierung und die aktuellen Leistungen der Universitäten genügen, die komplexen Probleme, die sichtbar oder für die Zukunft absehbar werden, optimal zu behandeln. Oder ist es akzeptabel, dass sich die Bildungs- und Forschungseinrichtungen damit zufrieden geben, möglichst exzellente Lehre und Forschung in den einzelnen universitären Disziplinen anzustreben?

Die offenbar gewordenen Probleme im globalen wie nationalen gesellschaftlichen Prozess, scheinen eine fachübergreifende Sichtweise nahe zu legen. Einer solchen stellen sich die einzelnen Disziplinen an Universitäten– mit durchaus guten Gründen – eher zögernd. Globale und nationale Entwicklungsprobleme sind jedoch häufig „undiszipliniert“.

Es geht um die Relevanz nicht für die Akademia, sondern für die Gesellschaft. Ich vermute, dass wissenschaftliche Innovationen auf den Grenzen zwischen den Disziplinen besonders aussichtsreich sind.

The community has problems – universities have faculties. The question has to be posed, whether the current orientation and the present accomplishments of universities are sufficient to approach the complex problems which are visible now and predictable for the future in an optimal way. Or is it acceptable that research facilities and educational institutions settle for aspiring excellent apprenticeship and research primarily within the varying disciplines of a university.

The problems which have become apparent within the global and national developments seem to suggest an interdisciplinary point of view. Individual disciplines at universities are adopting this kind of view rather cautiously – due to admittedly good reasons. However, global and national questions are often ’undisciplined’. It is not about the relevance for the academic world but for the community. I assume that scientific innovations along the borders of disciplines are especially promising.

By implication the university has always favoured change. The research intensive university’s advantage in contributing to knowledge lies in its ability to set its own agenda and to remain open to chance and serendipity. The university’s commitment is to knowledge and research – not to a particular content or to specific results. In this respectthe university has to remain rigorously non-political.

The most successful method of knowledge transfer and technology transfer on the part of universities lies in educating first rate men and women who themselves have been engaged in the search to know and who will then be in a position to take on leadership roles in industry, business and government. Students who receive their training in university-based research arguably have a greater influence on the economy than patentable inventions of university scientists.

Es ist nicht mehr möglich, dass eine Universität „universitas“ in dem Sinne ist, dass sie sich zu jedem Gegenstand in jedem nur denkbaren Fach äußern kann – schon gar nicht im Bereich der Forschung.

Die alten Fakultäten sind im Grunde Antworten auf Bedarfe gewesen. Sie haben sich aber in dem Institutionalisierungsprozess so verfestigt, dass sie Schwierigkeiten haben, auf die Fragen, die sich immer schneller –Stichwort Globalisierung– stellen, Antworten zu geben. Deswegen brauchen wir eine weitere Struktur.

Man darf nicht vergessen, dass die Universität nicht nur eine Forschungsaufgabe, sondern auch einen Bildungsauftrag hat – und unter Bildung verstehe ich sowohl Ausbildung als auch Bildung im Humboldt’schen Sinne. Seine Idee war, dass wir über methodisch kontrollierte Forschung unsere Persönlichkeit herausbilden.

It is not possible for a university to comment on every single subject of every imaginable field anymore – especially not within the domain of research. The old faculties were generally responses to the community’s needs.

They have, however, become so institutionalized that they are now having difficulties to find answers to the questions which arouse more and more quickly – catchphrase globalisation. That is the reason why we need another structure. One must not forget that the university does not only have a research assignment but also an educational responsibility. Education to me is apprenticeship as well as education in the way Humboldt understood it. His idea was that we develop our personality through methodically controlled research.

The dominating orientation within the systems of higher education is nowadays rather towards professional formationthan towards education, rather towards creation of skills thantowards the formation of a personality, rather towards theformation of abilities than towards the formation of a conception.The appeal to academic freedom remains indispensable.The choice of values is inevitable within a university.The challenge of the European society today is to go beyond theknowledge society and to become what could be called a wisdomsociety.

Die Universitätsausbildung möchte Studierenden ein gewisses Maß an Kompetenz zumindest in der Kenntnis der Dinge, in der Einschätzung ihres Wertes und in der Beherrschung erforderlicher Fertigkeitenvermitteln.

Was wir brauchen, sind Mittel und Wege, die eilfertige Schaffung neuen Wissens und Wohlstands im Zaum zu halten, durch ethische Intelligenz, die Annahme der Verantwortung für eine gesunde Sozialordnung und ein Engagement für guten Bürgersinn in der Demokratie. Dies genau ist die Domäne der Freien Künste. Die Lösung, die ich vorschlage, liegt in einer zukunftbezogen Wiederbelebung des altehrwürdigen Konzepts der freien Künste. Die Universität muss sich auf einen gemeinsamen Lehrplan festlegen, der für alle Studierenden gleichermaßen gilt und von Mitgliedern des Lehrkörpers aus vielen verschiedenen akademischen Abteilungen unterrichtet wird.

Education at a university wants to convey a certain degree of competence to all students. That is competence in the ken of things, in the valuation of their value, and in the mastery of necessary professional skills. What we need are ways and means to contain the hasty creation of new knowledge and affluence through ethical intelligence, the acceptance of responsibility for a working social order and a dedication for good public spirit within the democracy.

That exactly is the domain of liberal arts. The solution I suggest is a renaissance of the time-honoured concept of liberal arts. The University has to agree on a common curriculum that is valid for all students in the same way and taught by faculty members of several different academic departments.

Für mich sind Universitäten “effective institutionsto manage open science and to link this with open innovation”. Ich gehe davon aus, dass das in so genannten Wissensgesellschaften nötige Wissen produziert werden soll, ohne dass man Rechte daran verknüpft, dieses zu verwerten. Das heißt: Einer der entscheidenden Punkte ist, dass wir Personen im System haben, die einfach aus Neugier oder aus anderen Gründen Neues suchen, und dieses der Gesellschaft zur Verfügung stellen, ohne dass sie an Verwertungsrechte denken. Ich erwarte, dass wir in Hinkunft eine stärkere Diversität im europäischen Universitätssystem haben werden.

To me universities are “effective institutions to manage open science and to link this with open innovation”. I assume that the knowledge required by so-called science communities should be produced without being tied to exploitation rights. That means: One of the decisive factors consists in having people in our system who search for innovations out of curiosity and make it accessible to the public without thinking about how to economically exploit it. I expect the future to bring a stronger diversity to the European university system.

 

Panel Discussion

The panel discussion centered on the idea of interdisciplinary collaboration of the scientific fields and whether it would help to increase the universities’ relevance within and for our community. Another subject was the role of politics in the current educational system. A certain consensus was reached when talking about the way of evaluating success of individual scientists – which was heavily criticised. A more theme-based support of scientific research was suggested. Of course the economic crisis was also a major subject.

Could a more interdisciplinary way of thinking have helped to prevent it or at least to minimize its consequences? For the future the participants of the discussion expressed hope for more international ‘scientific unions’ to prevent the next crisis. The panel consisted of Anton Pelinka, Hannelore Weck-Hannemann, Alexandra Föderl-Schmid (moderation), Christoph Badelt, and Wilfried Stadler.
