„Our policy is directed not against any country or doctrine but against hunger, poverty, desperation, and chaos.“

Almost 76 years to the day after George C. Marshall spoke this sentence, its meaning is more relevant than ever due to the Russian attack on Ukraine.

Therefore, the representation of the EU Commission in Vienna and Austrian Marshall Plan Foundation took the anniversary of George Marshall's speech as an opportunity to discuss the framework for a Marshall Plan for Ukraine.

The main outcomes of this discussion are:

  • The Marshall Plan was strategy not charity.
  • Preparatory work must begin now.
  • Security guarantees are needed for a functioning Marshall Plan
  • Process must be carried out by Ukraine, according to the Marshall Plan motto: "Hilfe zur Selbsthilfe".
